You need Book Mastery 25 to equip it.

How to get it
Craft it at the Smithing Table (SmithHouse) with Smithing 65 from 2 Runite Bar.
What it's for
While equipped it gives +38 Ability Power, +80 Max Mana, +4.6 Mana Regen and +6 Ability Haste.
