Craft it at the Ascended Workbench (SmithHouse) with Smithing 70 from 3 Voidsilk Ore and 1 Voidsilk Gem. It drops from Anubis, Weigher of Hearts (2.0%). It is in the clear rewards of Sunken Sands (Normal and Hard).

While equipped it gives +221 Ability Power, +350 Max Mana, +10.6 Mana Regen, +110 Max Health and +6 Ability Haste.
