How to get it
Craft it at the Ascended Workbench (SmithHouse) with Smithing 62 from 3 Nightglass Leather and 1 Nightglass Gem. It drops from Necromancer (1.3%). It is in the clear rewards of Fire and Flames (Normal and Hard).
