You need Bow Mastery 5 to equip it.

How to get it

Cut the Heart gives it on turn-in if you hand it in holding a weapon of this style. It drops from The Fungal Heart (12%).

What it's for

Break it down from your bag into 12–18 Blightspore. While equipped it gives +20 Attack Damage and -7 Move Speed.
