You need Wand Mastery 5 to equip it.

Cut the Heart gives it on turn-in if you hand it in holding a weapon of this style. It drops from The Fungal Heart (12%) and Puffcap (2.0%).

What it's for

Break it down from your bag into 12–18 Blightspore. While equipped it gives +56 Ability Power, -5 Move Speed, +30 Max Mana and +1.5 Mana Regen.
