You need Wand Mastery 10 to equip it.

How to get it
Craft it at the Smithing Table (SmithHouse) with Smithing 15 from 2 Steel Bar.
What it's for
While equipped it gives +28 Ability Power, -5 Move Speed, +40 Max Mana and +2 Mana Regen.
