Craft it at the Ascended Workbench (SmithHouse) with Smithing 55 from 3 Wraithsilk Leather and 1 Wraithsilk Gem. The Thing It Was Built to Run gives it on turn-in if you hand it in holding a weapon of this style. It drops from Mecha-stone Golem (8.0%).
