The Drowned Cistern

Drowned Keeper Vess sends you into a private room for the story fight against the Sovereign. The Bloated Sovereign you can farm stays on the main Sewers floor.

You can only enter once you hold its wardstone, earned by finishing either The Bandit Captain or Break the Cage.
