Craft at Cooking Station (Goblin Woodland, Pirate's Cove). Every craft pays Cooking XP; the full list is under Recipes.

You earn 1 perk point every 10 levels in Cooking. Spend points on the perks below from the Skills menu; each rank is a permanent bonus.
