Leave the Crown gives it on turn-in if you hand it in holding a weapon of this style. It drops from Ankhemet, the Sand King (8.0%). It is in the clear rewards of Fungus Domain (Hard).

Break it down from your bag into 12–18 Sunscale Flake. While equipped it gives +63 Ability Power, +82 Max Mana, +4.8 Mana Regen and +35 Max Health.
