You need Hammer Mastery 20 to equip it.

How to get it

Bone and Shard gives it on turn-in if you hand it in holding a weapon of this style. It drops from Orc Leader (8.0%). It is in the clear rewards of The Dark Cave (Hard).

What it's for

Break it down from your bag into 12–18 Fairy Dust. While equipped it gives +31 Attack Damage, -5 Move Speed and +6 Ability Haste.
